
Ivanti Security Controls is a tool that allows you to manage the installation of patches for systems and applications. One of the elements of preparing the tool for operation is installing the console and database server. The documentation provides for installing the console on a server without Internet access.
Before installing the product, you still need to manually install the system components missing from the designated server (you can download them using the links on https://help.ivanti.com/iv/help/en_US/isec/94/Topics/Getting_the_prerequisites.htm):

Clicking the Install button is inexpedient, even when there would be required installers in the C:\OfflineFiles folder.
Downloading the components needed for an offline product requires the use of a command (on a machine connected to the Internet):
IvantiSecurityControls.exe /layout:OfflineFiles
What follows is a download of files to the OfflineFiles subfolder, which should be copied to the server intended for console installation.

If the system components are already installed, the Ivanti Security Controls installer presents a different window:

All required components must be placed in the DataFiles subfolder.

Installation is standard, and it also allows you to specify access to the database server (SQL Express is an alternative).

Once the process is complete, the product is installed (but cannot be launched without activation).
